Ukrzaliznytsia Restricts Grain Wagon Movements to Romania and Moldova
From November 3, 2026, Ukrzaliznytsia Introduced Temporary Restrictions on Grain Shipments Using Its UTLC Wagons Through the Vadul-Siret Border Crossing and Reni Railway Stations. The Measures Affect Selected Routes to Romania and Moldova and Remain in Force Until Revoked.

Ukrzaliznytsia introduced temporary restrictions on grain transportation from November 3, 2026, affecting selected border crossings and railway stations in Ukraine's Odesa region. The conventional restrictions were established under orders CD/91–CD/94 dated October 30. They apply to grain wagons owned by JSC Ukrzaliznytsia and marked UTLC, referring to the Ukrainian Transport Logistics Center. The restrictions apply to all consignees on the specified routes.
One of the affected routes is the Vadul-Siret border crossing towards Romania. The designated category of grain wagons is restricted from passing through this crossing and from being dispatched directly to Vadul-Siret station. However, certain exceptions remain in place. Transportation using the European standard 1,435 mm railway gauge is permitted, as is loading from Vadul-Siret station. Therefore, the measures do not represent a complete suspension of rail services between Ukraine and Romania.
Additional restrictions apply to the Danube port of Reni. They cover movements of UTLC grain wagons through Reni-export, Reni-export (CFR), Reni-nalyv and Reni-port-export stations towards Ukraine, Moldova and Romania. Dispatches of these wagons directly to Reni and Reni-nalyv stations have also been restricted. The measures will remain effective until formally revoked, while the published Ukrzaliznytsia restrictions list does not specify the reasons for their introduction.
For Ukrainian agricultural producers, traders and logistics companies, the restrictions may require adjustments to grain transportation routes and shipping arrangements. Businesses planning shipments through Reni or Vadul-Siret should verify wagon availability, coordinate dispatches with transport operators and account for potential changes in logistics costs. Importantly, the restrictions apply only to the specified Ukrzaliznytsia-owned wagons, rather than all grain shipments or all categories of railway rolling stock. Further developments will depend on the railway operator's decisions regarding the continuation or cancellation of these measures.
